The Ministry of Defence of Ukraine, together with the NATO Support and Procurement Agency (NSPA), held the NSPA Industry Outreach Event for Ukrainian defence manufacturers, focusing on opportunities for cooperation with the Agency and participation in its procurement procedures.
The event brought together approximately 150 representatives of Ukrainian defence industry companies.
Participants received information on registering with NSPA, preparing and submitting bids, navigating tender procedures, and the opportunities available to Ukraine through its participation in the Security Cooperation Support Partnership (SCSP) as an associate member.
“The Ukrainian defence industry is developing rapidly, increasing its production capacity and creating new solutions. We want our partners to access this experience and these technologies, and for Ukrainian manufacturers to gain new opportunities for cooperation. This is a partnership from which both sides will benefit,” stated Anna Gvozdiar, Deputy Minister of Defence of Ukraine.

The SCSP was established to ensure stable and long-term support for Ukraine. The Partnership is intended to serve as Ukraine’s main gateway to NSPA mechanisms, consolidating requests for support, including those from capability coalitions and other organisations involved in assisting Ukraine.
Through its participation in the SCSP, Ukraine will be able to benefit from the capabilities of 43 NSPA partnerships covering various weapon systems and providing procurement, maintenance and support throughout their entire life cycle. Using existing contracts and, where necessary, concluding new ones will enable Ukraine’s requests to be addressed in line with its priority needs.
Consolidating the requirements of multiple customers within procurement procedures also helps strengthen negotiating positions, secure more favourable terms and reduce procurement costs. Ukraine’s requirements may be financed through national, multinational and partner funding sources.
“Ukraine is developing its cooperation with NATO in the field of procurement, and participation in this Partnership offers a unique opportunity to access all the services and capabilities of the NATO Support and Procurement Agency to meet our needs. Ukraine is the first and only country (and not even a NATO member) for which a separate Partnership has been created as a single entry point for working with the Agency, and Ukrainian industry has also been given broad access to the Agency’s tenders,” said Mstyslav Banik, Deputy Minister of Defence of Ukraine.
A separate area of the Partnership focuses on practical opportunities for Ukraine’s defence industry. Companies will be able to register in the NSPA supplier database, participate in tenders and conclude contracts with the Agency for a period of four and a half years.
“This partnership will help deepen the integration of Ukrainian industry and create opportunities for growth, while enabling Allies and partners to draw on Ukraine’s experience with battle-tested innovations and its operational experience. Our goal is to continue strengthening Ukraine’s industrial base and apply this experience to capability delivery and sustainment,” added Jaqueline Borsboom, Director of Support to Operations at the NATO Support and Procurement Agency (NSPA).

NSPA brings together capabilities in procurement, logistics, medical support and infrastructure, while also providing operational and systems support and services to NATO member countries, NATO military authorities and partner nations.
The Ministry of Defence of Ukraine continues to strengthen cooperation between Ukrainian manufacturers of weapons and military equipment and international partners to expand the capabilities of Ukraine’s defence industry and facilitate its participation in international defence cooperation mechanisms.
