The Ministry of Defence of Ukraine has completed the review of decisions granting defence industry enterprises the status of critically important enterprises.
To confirm this status, companies were required to submit the necessary documents by 10 August.
As of 1 September 2026, 86% of defence industry enterprises that underwent the review had confirmed their status as critically important enterprises.
How the Simplified Confirmation Procedure Worked
The review covered decisions granting enterprises critically important status that had been adopted before 7 July 2026. For most companies, a simplified procedure applied, meaning they did not need to resubmit a full package of documents.
In particular, the simplified procedure was available to:
- contractors and subcontractors under defence contracts whose defence-related activities account for more than 50% of their total production;
- Defence City residents;
- certain manufacturers of explosives and ammunition;
- defence industry, aircraft manufacturing and space sector enterprises that had previously been granted critically important status based on a combination of criteria.
To confirm their status, these enterprises submitted documents demonstrating that they continued to meet the criterion on the basis of which the Ministry of Defence had previously designated them as critically important.
“The ability to retain key specialists is directly linked to companies’ capacity to fulfil defence orders reliably and scale up production. Our task is therefore to ensure that the criticality mechanism is clear and effective, helping enterprises retain the teams on which meeting the needs of Ukraine’s Defence Forces depends,” stated Anna Gvozdiar, Adviser to the Minister of Defence of Ukraine.
Enterprises that successfully completed the review retained their critically important status and the ability to reserve employees liable for military service from mobilisation in accordance with the law.
What Enterprises That Did Not Confirm Their Status Should Do
Following the review, 14% of enterprises did not confirm their critically important status. To obtain it, they may submit a full package of documents to the Ministry of Defence of Ukraine in accordance with the current procedure.
The Ministry of Defence will verify whether the enterprise meets the established criteria and will make the relevant decision based on the results of the review.
As a reminder, in August an online mechanism for updating military registration data through the Diia portal became operational. Previously, employers submitted employee lists for the annual verification of military registration data manually in paper form.
