The preferential defence leasing programme: First three authorised lessors named

Leasing is the key to rapid scaling of the defence industry and meeting frontline needs.

The preferential financial lease programme was introduced by a Government decision at the suggestion of the Ministry of Defence. Its purpose is to expand access for Ukrainian producers of arms and military equipment to transport, machinery, engineering tools, and other PPE assets on acceptable financial terms.

How state support works for critical defence enterprises

Thanks to state support, companies classified as defence undertakings critical to the operation of the economy during the special period will be able to access financial leases at an effective rate of 5% per annum. The Government will compensate the remainder of the financing cost.

“The designation of the first authorised lessors means the mechanism is moving into practical implementation. Leasing is a critically important tool for the Ukrainian defence industry, as it ensures rapid access to equipment, enables production to scale, and strengthens the ability to respond swiftly to frontline needs,” noted Anna Gvozdiar, Adviser to the Minister of Defence.

How the support will be provided

Support will be delivered by reducing lease payments through authorised lessor banks that meet the established criteria and have introduced the necessary internal products to operate within the programme.

The scheme allows financing for purposes linked to the development, production, repair, modernisation, and disposal of weapons, military and specialised equipment, and ammunition.
