The Ministry of Defence of Ukraine is reviewing previously adopted decisions designating defence industry companies as critically important and explains the procedure for confirming this status.
The review applies to decisions adopted with respect to enterprises before 7 July 2026 and is being conducted pursuant to Cabinet of Ministers of Ukraine Resolution No. 692 dated 30 May 2026.
The Government instructed state authorities to review existing decisions designating enterprises, institutions and organisations as critically important by 1 September 2026. Cabinet of Ministers Resolution No. 862 dated 1 July 2026 further clarified the review procedure, the validity of the relevant decisions and the conditions for maintaining employee deferments from mobilisation.
Enterprises designated as critically important by a decision of the Ministry of Defence must submit the documents required under the relevant criterion by 10 August 2026.
For most enterprises, a simplified confirmation procedure applies, meaning they do not need to resubmit a full package of documents. Enterprises that obtained critical status under the BRAVE1 grant criterion must undergo full reconfirmation.
Deadlines and conditions for maintaining critical status
If the required documents are submitted by 10 August 2026, the decision designating the enterprise as critically important will remain valid until the date specified in the previous decision.
Deferments from mobilisation granted to employees liable for military service will also remain valid for the period for which they were granted, but not beyond the validity period of the enterprise’s critical status.
If an enterprise eligible for the simplified procedure fails to submit the required documents by the deadline, its critical status will be revoked from 1 September 2026. Accordingly, deferments from mobilisation granted to its employees liable for military service will also be cancelled.
For enterprises that obtained critical status under the BRAVE1 grant criterion, a decision to confirm or revoke the status will be taken following a review of the full package of documents.
Which companies are eligible for the simplified procedure
The simplified procedure applies to enterprises previously designated as critically important under the relevant criteria approved by Ministry of Defence Order No. 722 dated 28 October 2025.
These include:
- contractors and subcontractors under state contracts that manufacture goods, perform works or provide services for defence purposes, where such activities account for more than 50% of their total production;
- Defence City residents;
- manufacturers authorised to produce and supply explosives and ammunition for the Security and Defence Forces that have concluded the relevant joint decision with the Ministry of Defence and are included in the electronic register of participants in selection procedures and contractors under state contracts;
- other enterprises in the defence industry, aircraft manufacturing and space sectors that were designated as important to the national economy based on a combination of at least three criteria and were eligible for deferments from mobilisation for up to 50% of employees liable for military service.
Enterprises that received state support in the form of a BRAVE1 grant for the development of defence innovations and technologies must undergo full reconfirmation of their critical status.
Documents required for the simplified confirmation procedure
Contractors and subcontractors under state contracts
Enterprises must submit:
- an application containing information confirming compliance with the criterion under which the enterprise was designated as critically important;
- information on the final date of the enterprise’s participation in the performance of the relevant contract;
- a certificate indicating the average accrued salary of employees for the previous month, signed by the head of the enterprise and prepared in free form;
- a tax calculation of income amounts for the previous month.
Defence City residents
Enterprises must submit:
- an application containing information confirming compliance with the criterion under which the enterprise was designated as critically important;
- a certificate indicating the average accrued salary of employees for the previous month, signed by the head of the enterprise and prepared in free form;
- a tax calculation of income amounts for the previous month.
It is recommended that the application also indicate the date and number of the order granting Defence City resident status.
Manufacturers of explosives and ammunition
Enterprises must submit:
- an application containing information confirming compliance with the criterion under which the enterprise was designated as critically important;
- information on the expiry date of the joint decision with the Ministry of Defence;
- a certificate indicating the average accrued salary of employees for the previous month, signed by the head of the enterprise and prepared in free form;
- a tax calculation of income amounts for the previous month.
Enterprises eligible for deferments for up to 50% of employees
Other enterprises in the defence industry, aircraft manufacturing and space sectors that were designated as important to the national economy based on a combination of criteria must submit:
- a certificate indicating the average accrued salary of employees for the previous month, signed by the head of the enterprise and prepared in free form;
- a tax calculation of income amounts for the previous month.
Full reconfirmation for BRAVE1 grant recipients
Enterprises that received state support in the form of a BRAVE1 grant for the development of defence innovations and technologies must submit a full package of documents.
The package must include:
- an application letter to the Ministry of Defence indicating the enterprise’s EDRPOU code, contact details, main areas of activity and number of employees liable for military service;
- a certified copy of the grant agreement concluded with the Innovation Development Fund;
- confirmation of receipt of the grant funds, such as a receipt or bank statement confirming the transfer of funds from the grant provider.
Following the review, the Ministry of Defence will decide whether to confirm or revoke the enterprise’s critical status.

Following consideration of the submitted documents, a working group of the Ministry of Defence determines whether the enterprise continues to meet the established criteria. The relevant decision serves as the basis for maintaining or subsequently granting deferments from mobilisation to employees liable for military service in accordance with Cabinet of Ministers Resolution No. 76 dated 27 January 2023.
The Ministry of Defence emphasises that the uninterrupted operation of Ukraine’s defence industry is critical to ensuring that the Defence Forces receive the weapons and military equipment they need.
The simplified procedure allows most enterprises to confirm their status without resubmitting a full package of documents. Timely submission of the required materials by 10 August 2026 is a mandatory condition for maintaining critical enterprise status and the related employee deferments from mobilisation.
