
The Ministry of Defence of Ukraine is reviewing decisions designating defence industry companies as critically important that were adopted before 7 July 2026.
The review is being conducted pursuant to Resolution No. 692 of the Cabinet of Ministers of Ukraine dated 30 May 2026, which instructed government authorities to review existing decisions designating enterprises as critically important by 1 September 2026. Resolution No. 862 of the Cabinet of Ministers of Ukraine dated 1 July 2026 clarified the review procedure, the validity periods of the relevant decisions, and the conditions for maintaining employee deferments from mobilisation.
Enterprises that were designated as critically important by a decision of the Ministry of Defence of Ukraine must submit documents by 10 August 2026 in accordance with the criteria specified in the previous decision.
Companies eligible for the simplified confirmation procedure
For most enterprises, a simplified confirmation procedure is available without the need to resubmit a full package of documents. It applies to:
- contractors and subcontractors under state contracts;
- Defence City residents;
- manufacturers of explosives and ammunition;
- certain enterprises in the defence industry, aircraft manufacturing sector, and space sector.
These companies must submit a certificate indicating the average accrued salary of employees for the previous month, as well as the relevant tax calculation of income paid during the reporting period.
Depending on the company’s category, it must also provide information on the performance of a state contract, the acquisition of Defence City resident status, or the validity period of a joint decision with the Ministry of Defence of Ukraine.
Provided that the documents are submitted on time, the company’s critically important status will remain valid until the date specified in the previous decision. Mobilisation deferments for eligible employees will also remain valid for the duration of the relevant status.
Companies required to undergo a full reassessment
Companies that have received state support in the form of a BRAVE1 grant must undergo a full reassessment to confirm their critically important status.
To do so, they must submit a formal application letter, a certified copy of the grant agreement, and a document confirming receipt of the grant funding.
Consequences of failing to submit documents on time
If any company eligible for the simplified confirmation procedure fails to submit the required documents by the established deadline, its critically important status will be revoked as of 1 September 2026.
Consequently, the mobilisation deferments granted to its eligible employees will also be cancelled.
