The Ministry of Defence of Ukraine is implementing a preferential financial leasing programme for defence industry enterprises. The first 26 leasing agreements have already been signed, with a total value of UAH 91.2 million.
The instrument is designed to help defence manufacturers quickly upgrade their production assets without placing an excessive financial burden on their businesses.
Preferential Leasing for the Defence Industry: Moving into Practical Implementation
Under the programme, companies can obtain machinery and equipment, technological equipment, automation systems, vehicles, and other assets required for production through financial leasing.
“Today, for many manufacturers, the issue is no longer only whether they have orders, but how quickly they can scale up their production capacity to fulfil them. Purchasing new equipment requires substantial upfront investment, and preferential leasing is designed to lower precisely this barrier. The first agreements signed mean that companies can already use this instrument to expand their production,” stated Anna Gvozdiar, Deputy Minister of Defence of Ukraine.
The maximum financing amount under a single agreement is UAH 500 million, while the maximum leasing term is five years.
Leasing at 5% per Annum for Defence Industry Enterprises
State support reduces the company’s effective cost of the lessor’s remuneration to 5% per annum, with the difference covered by the state. An agreement may also provide for a deferral of lease payments for up to 12 months.
The programme is available to companies that hold the status of enterprises critical to Ukraine’s defence industry as of the date the agreement is concluded.
As a reminder, the state support mechanism for financial leasing for defence industry enterprises was introduced in December 2025 following a decision by the Cabinet of Ministers of Ukraine. Developed by the Ministry of Defence of Ukraine, the programme was introduced as a complement to preferential lending, enabling manufacturers to obtain equipment, vehicles, and other fixed assets on preferential financing terms.
