Obtaining Critical Status
A defense industry enterprise can obtain the status of critically important for the national economy.
This status allows reserving conscripted employees during mobilization and martial law — in accordance with Cabinet of Ministers Resolution No. 76 of January 27, 2023.
The Ministry of Defense of Ukraine has established clear criteria for determining whether an enterprise meets the requirements for this status (Order No. 722 of October 28, 2025).
To obtain the status that grants the right to reserve up to 100% of employees, an enterprise must meet one of the mandatory requirements related to defense contracts or state financial support.
